Maladministration
this can include where a local authority has acted in contravention to its statutory duty, a delay in the assessment or provision of services, poor handling of complaints or a breakdown of communications between two or more departments. This is not necessarily in breach of the criminal or civil law.

Mandatory
A positive duty to carry something out or provide something.

Membership
All the people who belong to a group or an organisation.

Mencap
An organisation that campiagns on behalf of the rights of people with learning disabilities, their families and carers in England, Wlaes and Northern Ireland

Notes of meetings.

Mixed Economy Of Care
Care is now provided by a whole range of different organisations. Private bodies, voluntary bodies and independent sector bodies. Policy guidance emphasises that local authorities should consult with all of the bodies in relation to providing the best services, at the best price.

Monitor

Motion
